VAT on Car Parks and Storage Facilities
PropertyVAT Team · Updated · 3 min read
The general rule is that supplies of land are exempt. Parking and storage are two of the specific exceptions, and they catch investors who have reasoned from the general rule.
The exceptions
Granting facilities for parking vehicles is generally standard-rated. It is carved out of the land exemption, so VAT applies without anyone opting to tax.
Providing self-storage facilities is likewise generally standard-rated.
For a buyer this reverses the usual question. Instead of asking "has the seller opted, so is VAT payable?", you are dealing with income that may be taxable by default.
Why this matters on an acquisition
Three consequences, and they compound.
Your income may be taxable without an option. If you buy a car park, the parking income is generally standard-rated. You are making taxable supplies whether or not you ever opt to tax.
That affects your registration position. Taxable supplies count towards registration. A buyer who assumed they would make only exempt supplies, and therefore need not register, may be wrong.
It affects your recovery. Making taxable supplies generally allows recovery of related input tax — which can be good news, since you may recover VAT on the purchase and on costs without needing an option at all.
Parking with a building
The common real-world case is not a standalone car park but parking provided alongside premises.
Where parking is supplied as part of letting a building, and is genuinely ancillary to that letting, it can follow the treatment of the letting. A few spaces with an office suite, let under the same lease, will usually follow the office.
Where parking is let separately — a different agreement, different parties, or a surplus area let to third parties — it is more likely to stand on its own as a standard-rated supply.
| Arrangement | Likely treatment |
|---|---|
| Spaces let with offices, same lease | Generally follows the letting |
| Surplus spaces let to third parties | More likely standard-rated in its own right |
| Standalone car park | Generally standard-rated |
| Parking in a residential development | Needs specific analysis |
The last row is a genuine trap: parking associated with dwellings has its own treatment, and the analysis differs from the commercial position.
Self-storage
Self-storage has been an area of change and dispute over the years. The general position is that providing self-storage facilities is standard-rated, but the treatment depends on what is actually supplied.
A site let as a whole to an operator who then provides storage to customers is a different supply from the operator's own supplies to those customers. Establish which one you are buying.
Mixed income on one site
Many commercial sites carry a mix, and that is where accuracy matters:
- Office or industrial lettings — exempt unless opted
- Parking — generally standard-rated
- Storage — generally standard-rated
- Telecoms masts, hoardings, wayleaves — their own treatment
A site like this may produce both taxable and exempt income, which makes the owner partly exempt and brings apportionment into the recovery calculation.
That is a reason to map the income streams before you buy, rather than discovering the position when the first return is prepared.
What to establish
- What income streams does the property produce, and how is each treated?
- Is parking ancillary to a letting, or a separate supply?
- Has the seller opted to tax, and over what?
- Will you be making taxable supplies regardless of an option?
- Will the mix make you partly exempt?
- Does your registration position reflect the taxable income?
This guide is general information, not tax advice. Parking and storage treatment depends on what is actually supplied — take specialist VAT advice.
Frequently asked questions

- Is self-storage standard-rated?
- The provision of self-storage facilities is generally standard-rated. The treatment depends on what is actually supplied, so confirm the position for the specific arrangement.
